Description

The Technical Officials Development Officer is responsible for overseeing the development of all technical officials at the Keilor Basketball Association (KBA), with a primary focus on referees. This role involves the coordination of educational and development opportunities, supporting the progression of referees from Apprentice level to A Grade and beyond, and managing the recruitment and training of new officials. The position will also manage a team of referee coaches and referee supervisors, ensuring that all goals and targets outlined in the KBA Strategic Plan are achieved.

Key Responsibilities:

  1. Development of Technical Officials:
    • Oversee the development programs for all technical officials at KBA, with particular focus on referees.
    • Develop, implement, and monitor a comprehensive pathway for referee progression, ensuring clear development stages from Apprentice to A Grade and higher.
  2. Educational & Development Opportunities:
    • Coordinate educational programs and ongoing development opportunities for existing referees.
    • Organise workshops, clinics, and seminars to improve the knowledge, skills, and overall performance of referees.
    • Evaluate training effectiveness and adjust programs as necessary.
  3. Referee Upgrades:
    • Oversee the upgrade process of referees from Apprentice level to A Grade and beyond, ensuring consistent monitoring of performance and support.
    • Collaborate with relevant officials and associations to establish clear criteria and pathways for progression.
  4. Recruitment & Retention:
    • Coordinate and facilitate referee recruitment courses to grow the referee pool at KBA.
    • Promote a positive environment that attracts new referees and supports their ongoing development and retention.
    • Develop strategies to retain officials and increase participation in KBA programs.
  5. Management of Referee Coaches & Supervisors:
    • Manage the cohort of referee coaches and referee supervisors, ensuring they have the tools, training, and support required to effectively mentor and guide referees.
    • Organise regular meetings and feedback sessions for coaches and supervisors to discuss referee progress and challenges.
    • Provide leadership and guidance to ensure that coaches and supervisors are aligned with the KBA’s goals and values.
  6. Strategic Planning and Performance Tracking:
    • Work closely with the KBA leadership team to ensure that technical official development aligns with the goals of the KBA Strategic Plan.
    • Set measurable targets and goals for technical officials’ development and work towards achieving these in a timely manner.
    • Report on progress, challenges, and outcomes to the Operations Manager and other relevant stakeholders.
  7. Other Responsibilities:
    • Stay informed of trends and changes in the basketball officiating landscape, ensuring that KBA’s development programs are current and best practice.
    • Foster a positive and inclusive culture for referees and other technical officials within KBA.
    • Handle any issues related to technical officials professionally and ensure a fair and supportive environment.

  • Strong understanding of basketball officiating rules and development pathways.
  • Excellent communication, leadership, and interpersonal skills.
  • Ability to manage and motivate a team of referees, coaches, and supervisors.
  • Proven organisational skills, with the ability to coordinate and implement programs effectively.
  • Strategic thinking, with the ability to align development activities with broader organisational goals.
  • Ability to engage and recruit new officials to ensure a growing and sustainable referee pool.
  • High level of problem-solving skills, with the ability to address challenges in a constructive manner.
